Environmental Field Coordinator

Summary:

The Field Environmental Coordinator is responsible to ensure PGE’s operations are compliant with industry regulations in accordance with state and regulatory requirements and other applicable oil/gas standards. The incumbent is responsible to obtain permits and conduct inspections to confirm compliance and coordinates environmental field work necessary and in accordance with site plans. 

Essential Duties and Responsibilities: include the following.  Other duties may be assigned:

  1. Inspects construction projects to ensure adherence to permit conditions
  2. Responsible for providing timely solutions to identified inspection deficiencies and working with the project manager to ensure deficiencies are corrected
  3. Reviews all inspection reports completed by regulatory agencies.  Notifies project manager of any identified deficiencies and relays corrective action(s) to regulatory agencies,
  4. Attends preconstruction meetings, prepares summaries of key permit conditions and relays to the project manager.  Conduct trainings and document attendance in accordance with permit conditions. Assists with the submittal of site restoration reports and other reporting as needed
  5. Ensure compliance with Integrated Contingency Plans (ICPs) and other administrative emergency response duties by serving as plan administrator,  including but not limited to conducting inspections for compliance with the plan and working collaboratively with each department to implement new plan procedures
  6. Responsible for managing, monitoring, and organizing pre-drill sampling
  7. Responsible to review and obtain well permits and sewage permits
  8. Selects and evaluates independent contractors in relation to setting schedules, monitoring costs and reviewing work.
  9. Assists with compliance,  regulations and requirements for  PHMSA and PUC.  (Act 127-CFR 49 Part 190-192)
  10. Assists with completed required inspection, maintenance and testing of various pipelines and components to meet regulatory or internal preventative maintenance requirements
  11. Assists with the monitoring for leaks by performing leak detection and repair with an optical gas imaging camera in accordance with regulatory and internal standards
  12. Assist the project manager and HSE personnel on route selection, design, estimating, and managing of maintenance projects and the construction of new pipelines, as required.
  13. Communicates effectively as a technical resource for operations/technical staff and regulatory agency personnel.
  14. Assists with implementation and execution of PGE environmental programs, policies and procedures. 
  15. Serves as a responder for Environmental Incidents.  This includes but is not limited to generating incident reports, coordinating cleanup, defining corrective actions and performing necessary regulatory notifications.   
  16. Maintains documentation for internal and external reporting.

Qualifications:

  • Bachelor of Science in Environmental Studies, Biology, Chemistry, Engineering Technology or Health and Safety.
  • 3 years of experience conducting field work in oil and gas industry.
  • Basic understanding of environmental science, hydrology and engineering.
  • Effective technical writing and oral communication skills.
  • Good interpersonal abilities for working in a team environment.
  • Complete familiarity in PC operations. . Skills in spreadsheet programs, Excel and Access is preferred
