GIS Technical Manager

Summary: The GIS Manager plans and implements all aspect of the company’s Geographic Information Systems (GIS), and related projects including facilitating project teams, developing timelines for deployment of project requests, and developing GIS standards. Maintains data sets, and deploys software updates. Manages GIS personnel in combination with GIS Director, including hiring and evaluating performance.

Essential Duties and Responsibilities: include the following. Other duties may be assigned:

  1. Documents spatial data processing workflows, creates quality procedures and checklists, develops specifications and acceptance criteria.
  2. Manages Pennsylvania County and public datasets utilizing PGE’s customized features and distributes for viewing through ESRI’s ArcMap, Enterprise database and Portal system. This may include, parcel bases, assessment, survey, bonded roads, routing, 911 addressing, emergency response maps and other critical support datasets.
  3. Responsible for delegating specific tasks/responsibilities to, and optimizing workflows for Mapping Department and coordinating with GIS Director.
  4. Responsible as first point of contact for PA1CALL regarding PGE pipelines, facilities and administrative overview with co-stakeholders.
  5. Provides regular status updates to the Departmental Director on projects with deliverable deadlines.
  6. Provides leadership regarding how spatial data can be used to support ongoing projects and goals.
  7. Provides supervision of GIS Midstream datasets such as pipeline, right-of-way, facilities and surveys.
  8. Provides supervision of GIS Environmental datasets such as wetlands and pre-drill water sampling. Assists with providing spatial content for PGE facilities which are under regulatory compliance as well as support for DEP well permitting.
  9. Coordinates with Land Department to manage GIS leasing assets including easements, survey, units, deeds, exhibits and may include transfer of GIS content to partners and public entities.

Qualifications:

  1. BS Degree in Geology, Geography, Cartography, Natural Resources, Engineering, GIS or related work experience
  2. Minimum 5-8 years of experience, 5 years supervisory experience preferred.
  3. Experience with ESRI software, specifically ArcGIS suite and ESRI extensions.
  4. Strong understanding of GIS and spatial data, and management skills needed to perform job duties.
  5. Professional technical experience with designing, creating and maintaining geodatabases for numerous projects.
  6. Strong leadership, mentoring and team-building skills are crucial with excellent technical writing and oral communication skills.
  7. Good interpersonal abilities for working in a team environment.
