Midstream Manager

Summary:  The Manager oversees the design, procurement, construction and integrity management of PGE’s midstream assets. The incumbent recommends project objectives, manages multiple/ simultaneous projects, defines project scope, cost estimation, scheduling and tracking. This position interacts with various corporate departments including Finance, Operations and Development, HSE as well as other departments.

Responsibilities: (Essential Functions) To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned by Management.

  1. Responsible for the development of detailed construction and implementation plans for Midstream projects and serves as a single point of contact to ensure contractors and 3rd party vendors adhere to project scope and deliverables.
  2. Fosters a culture of continual improvement by soliciting input from stakeholders after each project.  Holds meetings during the design process to ensure changes and all updates are captured, and agreed upon by all responsible parties to the project.
  3. Ensure compliance with all local, state, and federal regulatory guidelines/requirements, creating a culture of safety and environmental stewardship.
  4. Creates detailed project schedules and prepares resource requirements to meet desired schedules. Communicates key metrics (timing, costs & deviations in work scope) to internal stakeholders to provide an accurate assessment of project status.
  5. Provides technical and analytical guidance to project teams, recommends and takes action to direct solutions of problems.
  6. Responsible for approving qualification and selection of contractors involved in assigned projects/ and works with, HSE, and Operations. 
  7. Works collaboratively on-site route selection, sizing, design, estimating and planning Midstream projects and the construction of new facilities.
  8. Ability to be available 24 hours per day (on call for questions, emergencies, etc.).
  9. Maintains technical knowledge by attending educational workshops and reviewing professional publications, establishing personal networks.
  10. Translates detailed work into AFE’s for management approval.  Develops RFP bid documents, conducts bid process/processes, prepares detailed bid analysis and communicates results.
  11.  Develop specifications and standards of design for gas processing and mechanical equipment packages to optimize construction and maintenance costs.
  12. Support multiple projects with various deadlines and responsibility levels. Such projects include new compressor installations, existing compression rehabilitation and enhancement, well pad facility installation, automation, and measurement.
  13. Will provide natural gas facility and equipment design including reciprocating compressors, gas processing and dehydration equipment, water handling and storage, debottlenecking, troubleshooting and operations support as needed.
  14.  Perform engineering calculations related to the design standards for natural gas facilities and pipelines.
  15. Ensures that midstream projects maintain proper construction documentation to meet PHSMA and internal standards for documentation

Qualifications:

  • Bachelor’s degree in Petroleum or Mechanical Engineering or 10+ years of applicable and related industry experience.  Professional Engineering License desirable.
  • Understanding of facilities and pipeline requirements, including corrosion/cathodic protection.
  • Must be able to spend periods of time at field locations resolving project issues.
  • Must be able to assist in emergency response efforts and work extended hours as needed, able to carry a cell phone and be available for after hour calls.
  • Excellent technical writing and oral communication skills.
  • Good interpersonal abilities for working in a team environment.
  • Ability to make and implement sound decisions when faced with multi-faceted problems
  • Ability to accurately solve problems and exceptional proficiency in data management.
  • Exceptional ability at successful project management.
