Pipeline Engineer/Supervisor

Summary:  Carry out key objectives that ensure safe engineering practices related to the planning, design and implementation of pipeline construction and operation. Coordinates activities and maintains records to demonstrate compliance with pipeline safety and environmental requirements. Manages multiple and simultaneous projects, project scope development, cost estimation, scheduling and cost tracking. This position interacts with various corporate departments including Finance, Operations and Construction. Regularly functions as Project Manager for multiple projects of varying scope and complexity. This may include managing field personnel and general contractors.

Responsibilities: (Essential Functions) To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other duties may be assigned by Management.

  1. Supervise all pipeline operations safely, reliably, profitably and in an environmentally sound manner.
  2. Ensure compliance with all local, state, and federal regulatory guidelines/requirements concerning pipeline operations, creating a culture of safety and environmental awareness, and responsible to train staff per company and compliance requirements.
  3. Work closely with Pipeline Integrity and Compliance to schedule required inspection, maintenance and testing of various pipelines and components. (Includes PSV testing, CP surveys, ILI’s…). Develop and maintain preventative maintenance systems for all pipelines and associated equipment.
  4. Ensure timely feedback on asset condition and provide to detailed summaries with recommendations to Midstream Manager, and/or VP Midstream. Plan and organize workload to include PM, as well as meeting project deliverables, staff assignments; train, motivate, and evaluate assigned staff; review progress and direct changes as needed.
  5. Responsible for key deliverables on pipeline projects including coordination of design, permitting, adherence to safety parameters and engaging necessary resources to meet deadlines, implementing procedures for ROW clearing, pipeline installment and reclamation.
  6. Responsible for the qualification and selection of all contractors involved in pipeline construction and operations, including ISN rating, MSA status and staff certifications.
  7. Responsible for process safety management (OSHA compliance 1910/1926) of pipelines, compressors and ensuring compliance of all OSHA, PHMSA, and PUC regulations and requirements. (Act 127-CFR 49 Part 190-192)
  8. Collaborates communication initiatives with Mapping Department for PA One-Call.
  9. Maximize profit by identifying and monitoring the key cost drivers, and continuously review and improve processes to ensure lower operating costs.
  10. Assist Management with identifying project opportunities for potential routes, identify potential barriers, and recommend alternatives that coincide with development activities.
  11. Propose OPEX and annual budgets for proposed and existing midstream assets; support execution of approved budgets.
  12. Work with Midstream and HSE personnel on route selection, design, estimating, and managing of maintenance projects and the construction of new pipelines, as required.
  13. Responsible to coordinate with gas marketing personnel and automation.
  14. Maintains master schedule of lines, assists in right of way maintenance issues, hot work supervision, line pigging and equipment repairs.
  15. Represents the company with government agencies, property owners and outside contractors.
  16. Completes special projects as assigned by Management.
  17. Supervises personnel and conducts and manages goal achievement.
  18. Assists with hiring and retention of personnel.
  19. Ability to be available 24 hours per day (on call for questions, emergencies, etc.).
  20. Maintains employee confidence and protects company assets, including intellectual property, by keeping information confidential.
  21. Maintains technical knowledge by attending educational workshops and reviewing professional publications, establishing personal networks.
  22. Contributes to team effort by accomplishing related results, as needed.

Qualifications:

  1. Bachelor’s degree in Civil or Mechanical Engineering and 3-5 years applicable experience; or 10+ years of applicable and related industry experience.
  2. Professional Engineering License desirable. Understanding of facilities and pipeline requirements.
  3. Must possess a minimum NACE Technician status for corrosion.
  4. Must be able to spend extended periods of time at field locations supervising projects.
  5. Must be able to assist in emergency response efforts and work extended hours as needed, able to carry a cell phone and be available for after hour calls.
  6. Excellent technical writing and oral communication skills.
  7. Good interpersonal abilities for working in a team environment.
  8. Ability to make and implement sound decisions when faced with multi-faceted problems
  9. Ability to accurately solve problems and exceptional proficiency in data management.
  10. Team leader that is proficient at Project management.
  11. Proficiency in the use and application of the following software:
    a. Microsoft Office
    b. Manager +
